In addition to these challenges, Japan was still recovering from the 2011 earthquake and tsunami that caused widespread destruction throughout northern Japan. This growth had been supported by a highly educated workforce, strong institutions and low levels of corruption. The country had a long history of democracy with free elections held every four years to elect members to its bicameral legislature – the National Diet – which was responsible for making laws on behalf of citizens. In 2015 there were reports that some restrictions were being placed on civil liberties including freedom of speech, press freedom and freedom of assembly but overall these rights were largely respected by the government. There were also reports that certain minority groups such as immigrants, women, LGBT individuals and ethnic minorities such as Ainu people faced discrimination in various aspects of society but this was slowly improving due to increased awareness campaigns from civil society organisations.
