Andorra, in the middle of the twentieth century, was held at the same time in the form of a lordship and as a fiefdom. Sovereignty is shared by the bishop of Urgel and the French nation. By virtue of the famous pariatge, of which we have spoken, there are some political acts that cannot have an effect if both consovranos do not concur, Fr. ex. graces and pardons, judicial reforms, modifications to civil law, etc. As for internal public law, the supreme body is the general council which is usually called Concell de la Terra, Concell de la Vall or Concell de 24. According to some, this council, whose origins date back to the century. XIII, according to others to the XV, is made up of 24 members, four for each parish, who since 1866 are elected by direct vote by the heads of the family, while before they were elected by the municipal council itself. It is a permanent body, which acts as a delegate to the General Assembly, and in turn delegates its executive power to the mayor or attorney general. The administrative faculties pertaining to the council are very broad: thus the jurisdiction and economic power over the whole territory, which were granted to it by the bishops of Urgel and the counts of Foix. In short, it is the supreme administrative and judicial body; but it was not recognized, neither by the bishops of Urgel nor by the French prefects, legislative power although he sometimes wanted to exercise it. Other administrative institutions, besides the general council, are the legislative power although it has sometimes wanted to exercise it. Other administrative institutions, besides the general council, are the legislative power although it has sometimes wanted to exercise it. Other administrative institutions, besides the general council, are the guart and the parish council. The guart is the simplest administrative body and is in charge of the administration of the respective municipal assets. The parish council, or council, is made up of 10 councilors elected by the heads of the family, and has the task of renting municipal assets, giving permission for the opening of shops and hotels, admitting the payments of rents or d ‘ interests, collect the quistia, take care of public education and charity, allow the cutting of wood, judge on appeal the causes of the gitart and in the first instance those concerning the parish. The parochial council elects two consuls from its bosom, the major and the minor, to whom it delegates the execution of its resolutions.

Justice is exercised, in criminal matters, by magistrates called vegueres, by the appellate judge and by ordinary judges, called bailes ; in civil matters, also by an appeal judge, by bailes and the “third room”, with at first confused attributions, but, with the passing of time, well defined. In the final appeal, however, the cases are decided either by the French court or by that of the bishop of Urgel. In Andorra local law is applied, formed by the decrees of the lords and councils and by tradition, complemented by Catalan law, the canon and the Roman.

French rights over Andorra are exercised through the prefect of the Pyrénées-Orientales department. But despite the protection of Spain and France, Andorra does not depend on either of these nations, and has always remained neutral in the struggles and wars they waged.

In the coat of arms of Andorra there are the miter and the crosier of the bishops of Urgel; the four Catalan bars, for being the territory of Andorra enclosed in the natural borders of Catalonia; and the two cows of the princes of Béarn.
